On October 14, the Guadalajara Acquisitions, Disposals, Leasing and Services Committee unanimously approved the direct award of training by Vampiro Canadiense SA de CV
During the session, the representative of the requesting area of the Guadalajara Police Department justified the hiring by saying that the owner of the company has certifications and “is going to train a hundred police officers, and not only that, but they will also be copyists of the knowledge that they are going to learn.
“In recent times, the police have received a lot of direct attacks and we urgently need training in this area,” he said.
According to the demonstrators, the training is also for fellows and started with the “seven skills course” at the academy in Río Tizapán, which was already given last April.
For his part, the mayor of Guadalajara said the training is not for self-defense, but to apply prevention programs in neighborhoods of Guadalajara, starting in Balcones del Cuatro.
He even recalled that when Zapopan ruled, they also hired Richard Hodgkinson, better known as “Canadian Vampire,” to implement programs that help reduce gang membership in popular areas.
“El Vampiro has been working with us for about four years, and what we’re doing is that the training that El Vampiro is going to provide to the police force is kind of a rapprochement between the youth and the officers of the Guadalajara Police Department itself,” Lemus said.
His statement disagrees with the justification given during the procurement committee session, as the elements were supposed to be trained to defend themselves.
In 2014, the City Council of Tlalnepantla, Mexico State, hired the “Canadian Vampire” to train its police officers.
